Density and fall speed are the two that decide whether this reads as weather or as decoration: a few slow flakes over a dark hero is restraint, a full blizzard is a Christmas campaign. Wind intensity works with the movement pattern rather than against it, so swirling in a strong wind is a different thing from swirling in still air.
